Shape-shifting skyscraper?

Now this is bizarre and cool at the same time. What happens if it shape-shifts too fast? Do the people in the building get nauseous? Is each floor's movement controlled by an office owning that particular floor? Are there pre-set configurations so that the building doesn't appear to be a jumbled mess of abstract goofiness? Only in Dubai (home of "The World", a man-made island archipalego) would they come up with something so outrageous. And for the extremely rich. Check it out here. Would love to see the mrchanics of the whole thing. They say wind turbines power the rotation of the floors but I wonder how much power that would mean? How much wind do you have to have? All moving parts need attention and service and have the potential for failure. Yikes!!

At the speed those floors would be moving, I imagine not a lot of power would be needed. I think the whole talk of wind turbines powering the floor rotation is more of a nod to the environment and being "green friendly". Kind of like claiming the solar panel on your home's roof powers your garage door. You still use normal electricity for everything else, but the idea that you'r using an alternative energy source for something is novel. LOL
